Governor Zulum Confirms Fannami As Substantive Head Of Service
Governor Babagana Umara Zulum of Borno State has approved the confirmation of Mallam Fannami as the Substantive Head of Borno State Civil Service with effect from 17th July, 2023.
In a statement signed by the Secretary to the State Government, Bukar Tijjani, the confirmation was in accordance with the powers conferred on the Governor by the 1999 Constitution as amended.
Mallam Fannami was born in Damasak, headquarters of Mobbar Local Government Area of Borno State in January, 1966 and attended University of Maiduguri in 1982 where he studied Common Law and graduated with Bachelor’s degree LL.B in 1987.
He was called to Nigerian Bar in 1989 and started his civil service career with the Borno State Ministry of Justice as state counsel in January, 1990 and rose to become the Ministerial Secretary Ministry of Justice in October, 2009.

Mallam Fannami was later appointed Permanent Secretary in August, 2010.
and served in several ministries and departments of government before his appointment as the acting Head of Service in October, 2022.
